295 lbs I was wearing a 46. 225 now, and 38 is getting plenty loose.

That sounds about right.
I would think the fatter you are, the more you would have to lose to reduce one inch.
I have lost 57 pounds so far and went from a 45 waist to a 35 waist - one inch for each 5.7 pounds. I look this up online, however, and other sources say it's 8.5 pounds for each inch. In any case, I expect I will be at a 32-inch waist when I reach my goal of 165 pounds (80 pounds total lost, 13 inches lost, or a little over 6 pounds per inch).
But there's some geometry behind that. Imagine your weight is the "area" of a circle and your waist is the circumference. If you halve the circumference of a circle, the area decreases fourfold (area changes by the square of the radius, while the circumference is just double the radius). So it would seem that the less you weigh, a given weight loss will produce a bigger waist reduction. Think about it: A 300 pound person who loses 30 pounds will have less waist reduction than a 160-pound person who loses 30 pounds.
Also, a human in cross-section is an ellipse, which is much more complex to calculate.If you're not supposed to judge a book by its cover, then what is the purpose of a cover?

unless your 6'3 or taller you will most likely not be even close to 10% at 190.
I have lost around 350lbs in my life time and right now after losing 105lbs jn the last 18 month's my waist is the same at 192lbs as it was the 1st time I lost weight when I went from 365 to 163. My point is that its all about how you train. Although you cant spot reduce I do believe you can build muscles in areas and that it will help burn the fat in said area, my waist has drastically changed since I stop skipping ab days on my cut.

18 lbs lost 6" waist down in 4 months. Long periods of lean bulking and short bursts of huge calorie deficit.
1/1/15: 93kg
19/6/15 78.5kg
27/6/15: 77kg
3/7/15: after pre psmf 280g carb up: 76.5
24/7/15 72.5kg (post psmf)
6/8/15 71.25kg
Goal:
68kg or 30" waist, whichever comes first.
Just keeping going, eating clean, training mean and getting lean ;)
Weight loss = (calories in < calories expended) x time, simple.
