i've personally done both, and i think that gaining muscle is harder.
to gain muscle, you need to be consistent in hitting the gym, getting in enough of the right nutrients, and properly timing your meals throughout the day.
although much of the above also applies to someone who wants to lose fat, fat loss is also attainable simply by reducing calories and increasing exercise.
what does everyone else think?

Losing fat is waaaaaaay easier as long as you have control over your diet. You can lose fat without working out.
But gaining muscle isn't hard either. You can do 30 minutes of lifting twice a week to gain muscle, as long as you eat alot...but you'll gain fat too....
The harder things are to gain muscle without gaining fat or lose fat without losing muscle.Fortuna Favet Fortibus

It all depends on the person and their metabolism. For someone who is skinny their whole life and has a ultra-high metabolism, gaining muscle will be hard because they have to eat so much.
On the flip side, someone with a low metabolism will have an easier time building muscle but a harder time cutting because their metabolism is so low that they will have to eat a lot less AND exercise to burn fat.

No, gaining muscle won't be hard for the ectomorph that you mentioned in your first paragraph...gaining weight in general will be hard.
For your second example, building muscle will not be easier for the endomorph...gaining weight in general will be easier, but they will still have to work just as hard to make that weight gain muscular instead of fat.Fortuna Favet Fortibus
