At 40 inches you must have one hell of a muscular waist if you're only a little chubby. Just start doing some fat-burning exercise like cardio and be careful with your diet. You'll probably have a hard time building muscle, but try getting your bodyfat tested with calipers by a trainer or something, and maybe cut until you're down to 12% or so.

Yes 40 inches is definately a sign of too much fat/overweight. I am 6'4 202 pounds @ 11% bf and a waist of 34.5 or so inches. For your height you should ut until your waist is round this size, also in regards to fat only being on your waist, you will probably notice some will come off your arms, chest(a little) and maybe your legs, perhaps not. IMO cut to 35 inch waist or 200 pounds and bulk from there.
Just lift the weight, eat the food and sleep the sleep.
If you are doing these three things correctly and still not gaining, THEN complain.
Never underestimate the power of a few extra hours of sleep, I found that to be the culprit lagging me.
p.s. make sure you are eating and lifting correctly :D
bigcalves is still a douche, thankyou friendly people for undouchin what he douched up.

if you wanna bulk with a 40 inch waist, id do a clean bulk
do cardio like 2x a week, and avoid junk foods and **** like that.
just eat good bulking foods that arent junky, and have a good lifting routine, you'll build mass, and SOME of the excess fat will go down. not all because you will be eating surplus calories.
