power lifts are those where you do not catch the bar in a full squat position.
the opposite to a power lift is a squat or full lift.
Eg. power snatch is where you catch the bar high, and not in a squat position. By default it is from the ground.

Hope it helps
Everything he said, but:
A full lift is when you go past 90 degrees to recover the bar and bounce up. A power lift is where you don't go past 90 degrees. It is a BAD idea to catch a lift at 90 degrees and try to force it up. Hard on the knees. If you catch a bar near 90 degrees, then ride it down and come back up. It's safer this way.
