I use the cable machine. The one with the posts about 42" apart.
I put the pulley about ribcage high. Use the strap handles with the rubber grip. I stick my foot in the handle, hop to the other side, hold on, and pull down with my leg. Then do other side. It is a side motion, not fron to back.
Next, I drop the pulley to the floor. Put my foot in the strap, hold on and push my leg out to the side. A side motion.
I feel it all over the glutes, it is a compound excercise, but I feel it a lot in the place you are talking about. Right where the lower back meets the back of the hip. Don't know what you want to achieve though. I do it because my adductors were weak and I needed to build to be able to squat more - it worked. I will keep doing it until I get no additional benefit. I can't imagine it making you look better. (Keep that avi forever, I like it.)
