OP, just continue to add size. It's hard to tell the true size of your quads from the angle you took the picture at... but givin that picture, it looks like your lower body really needs to catch up to your upper body.

yeah i ran track in high school as well, so i figured that my legs were in shape. but i continued to lift more during off season, so yes i do need some catching up to do.
