Just walking around the beach doing it is stupid. If there's a situation at the beach that is appropriate (as appropriate as you can get for pec bouncing) then go for it.

I have a bud that always points out that i can move'm pecs when we're in a group with girls then they get excited to see it, then impressed after I do it and then want to touch them hehe. Don't go doing it trying to show off unless you're in an appropriete situation to do it, just going around the beach doing it with a grin on your face will make you look like a fool.

how do you learn how to bounce them? once they get a certain size it automatically does when you flex?

When you flex them they lift, when you relax them they drop, creating a bouncing effect... the bigger they are, the more pronounced it is. Watch arnie doing it in Pumping Iron

It works out so well cause you dont come off as cocky, if anything modest, which girls like, and you get to show off.
