fat on the side & working the obliques

i have - like many others i presume - small 'lovehandles' on the side.

i know there's no such thing a spotreducing fat,
but will working my obliques in some way speed up the process of eliminating that fat?

and more importantly, will it make my waist look 'bigger' as you work them?
because i've seen pics of ripped guys, who don't have them, meaning they seem underdevelopped.

is this a choice one has to make, or have i just looked at a non-completed specimen.

Just remember when working the obliques to keep the weight low. If you go crazy with weight to work the area harder your muscle will make it look as though your waist was bigger.
