It seems like everyone lacks calves! i have not seen impressive calves on this board ever, and most people admit their calves are pretty small. as are mine (compared to the rest of me). SO my question is, why are calves so hard to grow??

Since their job is to support you all day and your body weight, they take a lot of weight and reps to grow. I believe they are classified as a slow twitch muscle so they don't fatigue easily. From what I've read, you need to train them heavy.
And let's be honest, most people want to hit the chest and arms. Legs are usually a second thought so they lag due lack of training.

genetics, calves support your legs ... and body ... big fat people or naturally big people will have big calves, with a bit of weight work, they can grow and look impressive
Small people ... that arent so big, have small calves, working em out is tough, and they grow slower than anything else

There are some big calves on this board man. Ive seen some people with massive calves here.
As for your question, it's genetic, and has to do with the way the calf is shaped I think. People with long legs like me usually have longer calves and it's harder to make them look big. Shorter legged people usually have shorter, wider calves, and easier to build.
I've also noticed that people who USED to be fat, usually have big calves. That is most likely just from years of lifting their massive weight around, and when they lost the weight, the muscle gained on their calves stuck around.
Just my theories.

Beast has great calves, check out his section. There aren't too many pros that have calves as well developed as the rest of them. Why are they hard to get big? Genetics and people don't train them hard. Most train them after their heavy thigh training when they are tired and can't possibly put 100% effort into their calves.

All men over the age of 40 have massive calves. But then they also have massive guts by then. Maybe its a trade-off?
Joking aside, I've read that the best way to grow calves is a lot of 'bouncy' work. Such as running up hills or sand dunes, bouncing on your toes a lot, as in pansy assed aerobics. Maybe Cardio could be done on a Stepper for some results? Or on the eliptical trainer, but on your toes?!
I think it was my Mum's athletics coach magazine I read that in.Is there any fear in this Dojo?
