Newbie Question - ECA sales

I am unsure if I can do this...I looked at the rules and was unsure there too. I am not a company or anything but have some ECA I want to sell and i was wondering if I am allowed to do it here / post it here?

To tell you truth i dont know if its illegal either, i just thought the term "banned" implied that it was.
