I think it's Wheeler. God knows we can't get exact measurements that are valid, so let's go by pics. Take one inch out for synthol, they're still at the very top.
Post pics, of who you think had the biggest arms.
Greg Valentino doesn't count.

It can move one's heart to see a young couple romantically enthralled with each other. But the heart becomes deeply sad just a few months later - to see their paralyzing dependence on one another.

It can't be Ruhl, if we talked shoulders than yeah he'd be up there. But we're talking biceps and triceps.
Wheeler, Coleman, Dennis James (in the off season lol), levrone judging by this picture. Her'es a couple pics at once so we can try and compare.
Andreas Frey should be considered too.
I'm thinking it goes down between Flex and Levrone. I think Ronnie's out.True observation begins when one is devoid of set patterns

First of all I said Gregg is out for obvious reasons.
And as for Flex, hey I'm a big fan of the man, I voted him my 90's favorite bber, but, if you say we should not take anything of him, that's fine with me. Yeah other pros use it too.
Flex wins. He had the biggest arms in the history of professional bodybuilding.
