For arm development you need 4 things
1. Size-thickness, roundness from the top of the arm near the shoulder to the bottom near the elbow.
2. You need good shape.
3. Seperation-distinct delineration of the various muscles that make up an arm.
4. Vascularity and definition. Low bodyfat along with thin skin. Veins grow in size along with the arms, if you get really good pumps in your workouts.

I know you didn't just put Frank Zane in front of Kevin in the triceps dept on purpose. Levrone has the best in the business... bar none, past or present(probably shoulders too).
