bodyfat of 10% would be nice id aim somewhere between 10-15% and then maintain it. and of course get cut when beach season rolls around

It really depends on what you feel comfortable with.

190 would put you at 8% (assuming minimal muscle loss)

    Probably closer to 7%:

    You're 215 at 18%, meaning you have:

    215 x .18 = 38.7 lbs of bodyfat, leaving you with 215 - 38.7 = 176.3 lbs of lean bodyweight.

At 190 you would have (assuming no muscle loss) ~ 13 lbs of bodyfat. 190 x .07 = 13.3 lbs of bodyfat, or 176.7 lean pounds.

Well, your math rounds his current bodyfat down, and then assumes he adds lean muscle mass on the cut. But really 1% will not make much of a difference.

Yeah, I would shoot for 190 +/- 3 and then reassess your goals at that point.

Aim for what looks good. Don't get too caught up in the numbers, because the chances of cutting without losing a single pound of muscle are slim. If you're numbers-obsessed (and that would be understandable), shoot for a bf% # and use the calipers to make sure you hit that.
