I don't think the parents are racist just probably noticed her one day say something in relation and thought they'd test it out.

They aren't racist because her daughter can't say "sparkling wiggles" right. They are racist because they are making her say things along with "sparkling wiggles." Although I don't necessarily think it's being racist. It would be just as funny if she was mis-pronouncing another phrase that sounded like "redneck cracker" or something.
Really it's just funny, and should be left at that.
