Can I lose inches (size) without losing weight?

Hello. I am an underweight female who is 17 years old. I have a disproportionatly large lower body and a very skinny upper body.
I am interested in losing inches and leaning out, without losing weight in the process.
How do I go about doing this?
I am currently eating a maintanence amount of calories and walking 3 times a week (8.6 miles each walk at about a 15-16 mph pace.) In addition I do random strength training exercises mainly focusing on my upper body.
I want to build muscle and burn off the fat. I want to lose inches on my thighs. But I cannot lose any scale weight. What do you suggest?

It absolutely can be done. You basically have to add muscle while losing bodyfat. It boils down to diet, cardio, and weight training.

What is your diet and training like?

MY diet is high in carbs. Recently I have cut out as much added sugar as I can. Basically that means I just stopped eating the nonfat yogurts. I had been eating 4 or so a day.

The carbs I eat are high fiber and whole grain for the most part. Plus I eat a lot of fruits and veggies. Very little fat. Probably only about 7%.
I think my fat should probably be a little higher so Ive upped to about 13%.
I eat 1500 calories a day. And I get adequate protein from tuna and cottage cheese.

I eat so healthy because I was formally anorexic and I still struggle. But I think the best thing for me to do right now is add some muscle and decrease fat. reduce the size of my body without losing more weight.
No matter how much weight I lost I hardly had any decrease in my legs.

As for training, I do the walking and then I dont have a routine for strength.
I just do random moves in my basement every other day. Pushups, bicep curls with 8 lb dumbells. lifting the bar. leg extensions and curls, etc.

angel, congratulations on being sensible and increasing your bf. i feel you will have better luck increasing the size of your upper body instead of reducing your lower body. i would say try walking less and weight training more. use much heavier weights, compound lifts, and get on a regular program. make sure you get enough calories, esp protein. good luck!

Is that possible to do 15-16 mph walk because if i calculate that right thats around a 4 minute mile and thats a running pace)
