I don't think you can work one side over the other much. Side bends and twisting crunches might help, but considering they'll use mostly obliques then you'll have the problem of one oblique bigger than the other, which is a lot worse since it causes postural problems and eventualy injury.
From what you describe sounds like the extremely skilled surgeon who operated on you sliced of a nerve, and that's why that side doesn't grow. You could always check with a doc to see if it can be repaired, but reparing nerves isn't quite like repairing muscle or tendon, I wouldn't get my hopes up...
