They want tourists there for the tourist income, but you still have to be careful (especially pick pocketers). Always better to go with natives or Spanish speakers but not necessary.

It's been years, but I never felt like I was in danger going there, whether I was with Spanish speakers/natives or not. Only gone to Hong Kong once. The rest of the times were bars/clubs that I don't even remember the names of.

I wandered around Zona Norte & went to that Hong Kong joint & it wasn't too bad (was ten years ago tho, just traveling through wasn't there for hoares). Wouldn't call Tijuana exactly 'safe' though, it can be a bit dicey. Stick to the larger establishments maybe?
