I would be using my 75" QM8 with my Xbox Series X as the PC.
I want a comfy racing seat, a good wheel controller and solid feeling pedals, and a good stick shift.
Can this be done for under $2.5K if I already have the TV and the PC?

A decent dd base, wheel and pedals will be $2.5k alone.
Look into Moza for decent entry level stuff (R9)
Also don't waste your money if you plan on "simming" with XBox. Get the cheapest stuff possible because none of those games will be realistic at all.
There's only 2 real sims out there. iRacing and Assetto Corsa.

Ah so $2.5K for a decent rig is a pipe dream eh? I have to look into those sims you mentioned.
I saw a rig on youtube based around the PS5 that seemed pretty cool, I've never even used a sim before so I have zero point of reference. I would just love to have a stick shift setup that feels good and responsive.

It depends what you're going for.
If you're looking to just have fun/arcade type racing games like Gran Turismo, Project Cars, Forza, etc then you can definitely get a very affordable rig.
If you're looking to get into legit sim racing then you'll want to maximize your experience and give yourself a fighting chance with load cell pedals and good force feedback wheels.NEW YORK FOOTBALL GIANTS

Force feedback will translate the road/grip to your hands since you're not going to have the sensation of acceleration. You'll need some but if you're not going for sim racing then you don't need some high end 25nM DD base.
I'd look into Moza (R5 may be good enough for you but I think you should go R9), I know a few people who use their setups for iRacing and they're actually really decent.
Stay away from fanatec. I have their V3 inverted pedals and their software support is atrocious although they're well built.
I'm not sure about which seat to get but all I can tell you is something like a Playseat Evo is going to flex and warp while you're using it and is essentially a waste of money.NEW YORK FOOTBALL GIANTS

Dang I really like the sound of that force feedback giving a sense of road and grip. Anything that would actually impart more of a sense of physical connection to the "road". I definitely want something that is more "plug and play". I will look into Moza and the Playseat Evo. Great starting advice, on spread.
I will look those up, thanks for the suggestion. What racing games do you like to use them on for the Xbox? I'm assuming at least Forza?

I definitely want a high quality shifter that recreates the feel of my real life one. I've never ordered anything from Aliexpress, I'm like legit suspicious of any website vendor with the prefix "ali" in the name.

I recently, bought the Fanatec CSL DD bundle for $399, and I added a load cell brake pedal for $150

I didn’t know this when I bought the wheel but Fanatec has a poor QA/Customer service reputation. So far I haven’t had any issues, but if I had known this I may have gone with Moza instead. (My purchase was rather impulsive so I didn’t do much research)
I highly suggest you get into PC sim racing and avoid console. Console is just not as good. iRacing, Assetto Corsa (W/ mods), and Assetto Corsa Competizione are where it’s at.
If you’re really interested in playing the Forza series I believe you can play those games on Windows now

It really depends on what you want. I think you’ll want to run most sims at 1440p 60fps (Minimum). I personally don’t see how you could run sims at 1080p. I’m sure people do but I can’t. Maybe I’m just spoiled.
You would definitely need a mid to high end gaming PC. If you’re doing a completely new build expect to spend at least $750, probably closer to $1k.
I have a dedicated PC for sim racing that I pieced together from an old build, and I bought a new GPU and CPU.
