Pic in the OP is misleading, she's basically using the same pants with the tighter waistband and putting it around her noticeably wider hips. If she had proper fitting hip huggers the look and fit would be 10x better than the high-waisted.

They were all walking around with pants that showed the top of the buttocks and it was very distracting and annoying.

Around that same time, women would pull their thong up out of their pants so you could see the top of the thong. That was to advertise that they are wearing a thong.

I can't stand all of this and hope women's pants come up to their ribcage next.
