I mean, when a guy starts stumbling on the feet, starts eating a ton of unanswered punches, completely covers his face with his hands as his only defence, loses his mouthpiece, turns his back towards Volkov and stumbles once again to the ground in the span of 20 seconds with no indication that it is going to turn around, it's a good stoppage. It's not about whether a guy pops up afterwards or is still conscious.
It's about intelligibly defending yourself and whether or not the fighter is showing signs of turning things around. As well as saving the fighter from taking more unnecessary brain damage. Rozenstruick showed none of those things. It's a quick decision you have to make in the octagon and even if you consider it a "early stoppage" which IMO it was no, it was far from the worst stoppages, even from Herb Dean. I think it was perfect, Rozenstruick didn't incur any more brain damage than he needed to, he was just going to take a lot more if it went any longer.
