Once a cop starts shooting at a suspect you have to assume he and his friends are going to shoot back if able, so it's always prudent to empty the entire magazine into the target, before replacing it with another and then unloading that one, too, just to be extra prudent.

I agree the cops are oftentimes too aggressive but when you ram a cop and another car, flee, refuse to obey a lawful order, and then ram the cop with your car you are probably going to be killed. The cop doesn’t know you and has to assume the worst for the safety of the public and himself. RIP.
