Got a friend who has been trying for years to bring her Mech Eng man up from the US. They've been going through the points process or whatever and have been in the queue for a long time but pretty sure there has been basically zero progress, they've been talking about just getting married to speed it up
If you have an employer that is willing to help out, that'll make a difference

Absolutely, and the laws reflect that. However your buddies friend will still need to apply for citizenship like any other immigrant. I believe it's easier to get Permanent Resident (PR) status but as such they will not be able to vote, run for public office, hold certain public service positions, or be a member of an official Canadian political party.
Apart from that PR is a great way to move to Canada and you can get your citizenship after.
