Is more force provided to the body isometrically rather than full rom? If so, how effective for strength would a thigh high rack pull be opposed to squats and deadlifts?

Thigh height rack pulls are just a bs ego lift popularised by beta destiny.
You're basically just working your traps, grip if you don't use straps but everyone does. And there's much better exercise for both.
Now mid shin rack or block pulls, are an excellent assistance to a deadlift that take out the quads and really hammer all of your back and ability to keep tight5 day full body crew

The only iso metric position would be the top position /lockout and would be the same with the same weight.
The bar moves at the start of both just in different positions so the answer is no.
Depending on what your doing them for would be the question.
Strongman use them in training as some events only require a partial range of movement.
Usually not a good carry over to the full range DL.
You do get the feel for heavy weights and there may be a grip benefit if you use more than your max but as far as pulling that weight not much carry over.
