    Peglegs and Stringy Hams

Recently I went to a bodybuilding/fitness contest. It was almost universal that the bodybuilding competitors lacked calf development. It was also common that they had fairly good quads but rather lagging hamstrings. Is this common for most amateur contests? If so, if one were to compete, would it help to bring up these bodyparts beyond what most others are likely to have achieved to get more points from the judges? IOW-Do the bodyparts usually make that much difference to the judges?
