Cop was justified in stopping and questioning the guy. Commercial burglaries are a huge thing that the general public doesn't get to see. The crime occurs overnight and the important repairs are typically done before noon or before business opens. So again, before the general public gets to see what REALLY happened.

Now, the scoping occurs during daylight hours by normal regular people. This guy was out of place and was acting suspicious. We get a ton of those kinds of calls every..single..day.

In a nutshell: self-initiated work in order to prevent commercial burglaries is a thing.
