My left arm won't lift past my shoulder. It's been like this for weeks. I can't go to doctor so rest is all I can really do. Since I can't lift heavy I'm thinking of doing high reps on everything. Good idea?

You need to rest, so you're thinking of doing lots of reps.. hmmm not sure that adds up?
* What's the worst that can happen if you give your arms complete rest for 3 weeks?
* What's the worst that can happen if you continue to rep on a shoulder injury?
You've got to make a choice. which option above is the lesser evil.
You also know I'm going to say "go and see your doc" right?

Shoulders can be odd. I once carved a Pumpkin for my kids on Halloween and the next day, I could't lift my left arm above my shoulder (I'm left handed and that's the hand I used on the pumpkin). I actually tried to play golf that day through difficult pain. Everything cleared up within a few days.
I have no idea what's wrong with your arm. Personally, I'd stop the lifting and look into PT exercises. If you can't afford a PT (physical therapist), do some Googling to find the exercises. I dislocated my left shoulder last summer. It hurt to move. I went to PT for 6 weeks and I was almost good as new. It still hurt but at least I had some ranges of motions. Most exercises consisted the use of rubber band resistance instead of iron. A few very light weight dumbbell raises, 5 lbs at most.
I guess I'm basically telling you to play it safe. Don't risk further injury.
