technically it was Cersei who got all those innocents killed.
she was using them as a meat shield knowing she would be attacked.
As far as the dragon change:
-Rheagal was specifically shown as having trouble flying again and was kinda wounded which would have made the difference between him having the maneuverability to dodge the scorpions. Right before they took off for that flight they showed him being a bit hesitant in his flying ability.
-Last episode they also established the Dragon can in fact dodge the scorpions which is what he did last time just he backed off from going head on.
-This episode he seemed be flying tactically aware and much faster
In hindsight last episode isn't as annoying, except for the not noticing them from the sky bit, but I can see Reaghal being a wounded sitting duck compared to full capacity Drogon

She meant her fear. At least from the writers' perspective.
It's the classic Buddhist concept of fear and love (extremely basically... everything negative is done from fear and everything positive is done out of love) Before she was conquering in "love" just trying to liberate the people and reign in peace. Once she realized Jon wasn't 100% on board anymore, it was clear she was going to conquer in fear. That manifested later when she torched the city.Broke both legs and ankles crew.

It's never been about her being a conqueror. She always believed she was the rightful heir. That it was her throne, that she was coming back to take what was hers.
Now it isn't. Whether Jon wants it or not. He's the heir. So I think for her it's either take the city peacefully, and then deal with the chitshow, or just say fuk everything and burn it all down.
I don't know. Maybe I'm just trying to rationalize the bad writing. But her going nuts is the least surprising thing about this season for me. I've been expecting this for a long time.

Euron was looking up in the sky and the Dragon was coming down being somewhat shielded by the sunlight.. cringy watching you try and pin your hate towards this 1 scene. The episode wasn't perfect (I didnt like what they did with Jamie) but that episode is some of the best you'll ever see on TV.
