I think he is just upset over his brother's death. He doesn't care about those other people as much as his brother obviously. He probably only cared about his brother, and now he is acting totally phucked up as a result of that, trying to remember his bro as some cool guy. People deal with grief in different ways. Also, that video was edited to make his words look worse out of context. He still seems a bit unempathetic to the victims, but much less so. They didn't let him finish his point in that clip either.

If you guys actually watch the full video, you will see that he is just in grief over his dead bro, and he doesn't understand why it happened. He tries to defend his bro because that's all he can do. He does feel bad about the victims, and says he would let them come spit on his brother's grave if that would help even a little bit, and that his heart goes out to the victims. That was a fine hitjob done by the video clip. If it seems bizarre and really horrible, that's because someone edited it to be worse than it actually was. It's easy to make an awful sounding 5 min interview out of a 30 min interview by cherry picking quotes. Completely dishonest journalism, and horribly unfair to a person who lost his family member, even if the dude was the murderer.
