I am not a heavy person. I weight 164 right now at around 14-15% body fat (I'm 5'11"). However, I'm 3 weeks into a cut and while my upper abs are looking fine, my lower abs seem to be carrying some extra weight. How can I get rid of this? Been doing cardio 5x week (burning 1500 cals per week)and abs 3x (about 450 reps per week) week.

The same way you'd lost fat anywhere on your body - by being in a caloric deficit. There's nothing else you can do, you can't spot reduce fat and stomach fat tends to be the last bit to go so you're going to have to cut down further. Most people don't see prominent abs until 10% and below.

You answered your own question, sort of. 14-15% is good, not overweight or anything, but not lean enough to get rid of love handles/lower stomach fat. Every body stores fat a bit differently, but generally for guys the last to go is the love handles/lower ab area (i.e. "spare tire") - as the other poster said, shoot for around 10% to get the results you're after. Even at 10%, some guys will still have a bit of excess skin/flab around that spare tire area, though the abs should be visible.

Genetics brother, we all hold our fat differently.
Stick to the diet, it takes time but it will come off. Your goal should be to shoot for ~10%bf so roughly 8lbs of fat loss. Hard to go by scale because sometimes gain/lose muscle or water. Try adjusting carbs down and up fats & pro. Always works for me, or drop cals to 10/lb lbm.Bench: 115 x 1
