im a bit confuse, cause the biggest portion of the leg would be right at the top were your leg connects to your body, would that be a good measurement or better to measure 8 inches up?

Measure them halfway between your knee and your hip. That is where the most growth of the leg will occurr. Your upper leg does not really get much bigger so measuring halfway will show you growth of not only your quads but your hammies too.
If you aren't measuring there, you better start - most people have upper legs that are around 22-26 inches just out of genetics and not weight-lifting.I'm back. For good.
