I believe part of the argument is the University makes it difficult for Milo to speak there by requiring him to pay thousands of dollars extra for security, by allowing their teachers to stir up the students to protest and violence, and for the administration to openly oppose him. All of this creates a hostile atmosphere that makes it nearly impossible to speak peacefully. The University could have ensured this was a peaceful event if they wanted too.

I believe under the incorporation doctrine the first amendment is also applied to state and local governments. It ends up protecting individuals from most forms of government restriction of free speech. It also protects the right to receive information, it prohibits most government restrictions or burdens that discriminate between speakers, restricts the tort ability of individuals for certain speech, and prevents the government from requiring individuals and corporations to speak or finance certain types of speech with which they don't agree.
