No refeeds do not necessarily slow down fat loss. They can actually prevent your fat loss from stalling, especially when you're 12% or lower.
You might be better off eating 2 days at maintenance. Eric Helms advices this and says it reverses more of the negative adaptations from dieting than a single day refeed.Recommended science based fitness & nutrition information:

Pro refeed comments 90% of the time only serve to give those that are looking for an excuse to get out of their deficit. While this is fine if someone wants a break and doesn't mind slowing down their fatloss it just doesn't benefit fatloss in any way except in certain instances such as someone that has been dieting for a long time or those that are running a large deficit or someone very lean that knows what they're doing.

It depends. If you're ~15%, fat loss is going smooth, performance is fine: not really a need for diet breaks or refeeds.
If you're sub 12%, your weight loss has been stalling, you've already dropped calories, you're struggling to maintain strength: this is the time where refeeds or diet breaks can pay off. They can prevent fat loss from stalling. Long term they wouldn't slow down fat loss, they'd keep it going.Recommended science based fitness & nutrition information:
