Well within agencies you have many levels and sometimes what gets presented to the "higher ups" is simply fiction or manipulated to shine a positive light on a particular section. As for the average person comment, it depends who you associate with i guess.

I'm suggesting that my life experience has shown me that the people "in" the government are no different than those not in it. If they are all liars and coordinating conspiracies, then shame on the voters who continue to send them back in. We all associate (perhaps unknowingly at times) with people capable of it. No one is above it all.

Some folks don't need much help from the 'outside.' Government conspiracy? There are so many that do all that they can to kill themselves, it's a wonder more don't drop dead like flies on a daily basis. I just read an article stating that Prince bought drugs 45,000 bucks a whack for 25 years.
