attempting to help a friend lose weight. he is a 300 pounds 5'10 male with probably 40-50% body fat. for the last year he has been powerlifting and has a total over 1000 pounds, he is not new to the gym and goes 3-4 times a week. I calculated his tdee and subtracted 500 calories which gave me around 2300 and he follows IIFYM. I also have him doing cardio 1-4 times a week.
So here is the problem and my question:
He does not eat that much!! he is also vegan so its a little harder for him to get the reccomended amount of protein. He eats less than 2000 calories some days and has not eaten over his 2300 calories. it may not be the healthiest foods but shouldnt he be losing weight anyways because he is in a deficit? we have seen little to no progress(he actually weighed in 2 pounds heavier this morning) all advice appreciated.

He should take his average calories and subtract 300-500 calories depending on number
How do you know how much he is eating..? Have him do gassers, some treadmill interval training, row machine, jump rope go as hard as you can for little amounts of time..and then little breaks. say jump rope as fast as you can for 30 seconds then 30 second rest.

He will lose weight whether he eats 2k calorie of Big Macs or lettuce.
It seems like he may be over eating on purpose OR simply just not doing accurate math concerning his calories. Im not sure what his calories should be however look into the Nutrition Stickies or look into a couple of online TDEE calculators online and average them out.
I used to be 245lbs and just did Starting Strength ( could also do GreySkull LP ) and do cardio 3-4x a week whether thats just an hour walk or 10-15min HIIT.
IMO HIIT> Walking for an hour.
He will lose the weight it just takes persistance and time.

Someone around 50% BF and 300 pounds might need medical help buddy, maybe it is all just a huge coincidence, but maybe, just maybe, he might have some hormonal problems... IF, IFFFF, you two are really doing it all by the book and yet no results have shown, its time to do a bloodwork.

I check up on his myfitnesspal so i can see how many calories hes intaking and he has a fitbit which shows how long/how many calories his cardio session was(not sure how accurate it is though)
He is by no means starving himself. He does not eat as much as a person who weighs 300 pounds should eat to maintain that weight. I thought it was because he was so inactive so i started to get him to do more moving around daily. being 300 pounds he has limited options for cardio.
I always thought this may be bigger than it seemed and something in his genetics may be holding him back from losing weight but, he did weigh about 330 a few months ago and he lost that weight pretty easily so im confused why we hit a plateau .
i told him this week to make all his own food and really try to be precise with the measurements.
thanks for all the comments

Is he self reporting his food intake ? Because it's been shown that overweight people tend to underestimate his food intake:

No way is he eating less than 2000 calories a day. With his stats, he'd be losing weight steadily at like 3000 calories a day.
His problem isn't powerlifting and not bodybuilding. His problem is he eats too damn much. Adding reps won't help him unless they're plate pushes and fork put downs. You can't help the hopeless.

NOTE: I only suggest the following diets because apparently a traditional caloric deficit isn't working for him AND he's obese !
