Hey guys I'm coming to the end of my bulk. just wondering if any of you advanced lifters could recommend a routine to bring my arms up.

Start arm workouts with heavy ass weight. Then do a lot of dropsets from heavy to light. I like 3 tier dropsets with dumbells. Start heavy, fail and drop down a weight with no rest. Get a super pump and arms fail very soon in workout = major gains. Not easy though 10 sets of dropsets and you will be in pain.

In my case, I've found that volume works best for my arms, not heavy weight. Since I train triceps after doing chest and shoulders, and I train biceps after hitting back, there's no need to go crazy heavy. The feeling of your arms getting filled with blood and having a crazy pump is so awesome.
I'll do 5 exercises for biceps and triceps (respectively), do 5 sets of each exercise, for 15 to 20 reps, with moderate weight.
Oh, and I hit each bodypart twice a week.
