A town of 22k was expected to house and take care of 1k (they had already taken in 600 prior to this, and this gym was supposed to house 400 more) free loading immigrants who pretty much want to take over their town?

They were asked to increase their total city population by 4.5% for people who have no intention of contributing, need to be completely cared for in every manner, and do not respect German culture whatsoever. Can anyone seriously blame the town for putting the brakes on this to an extent?
