Is there a way to preferentially change where the proportion of fat/muscle is gained? I tend to have a larger lower body compared to my upper body (31 inch waist, 39 inch hips, 21 inch thighs). Is this just genetic?

Yes, it's genetic. Hitting your weaker/smaller areas really hard and really concentrating on those areas may help you even out a bit but you have to work within your genetic limitations for sure.

There's some data suggesting overeating on saturated fats may lead to visceral and liver fat storage. For this reason it may be a good idea to limit SFA intake during bulking somewhat.
