Why do I still have this bit of fat at the bottom of my abs yet I'm 155 lbs, veins everywhere, diet is the best it's ever been, getting 7.5 hours sleep a night, teetotal and very rarely (if ever) have a cheat meal

I get your pain.
From what you said, I can definitely say 7.5 hours of sleep is not enough, for me to feel good enough I need at LEAST 8 hours of sleep, even better, 9 hours of sleep, which is the optimal number, try 8-9 hours.http://pastebin.com/xXM3A8T6

I know it sounds strange, but if your calorie intake is too low, your body will just think it's trying to survive, so it will store every bit of calories as fat just in case your calorie intake drops again, so it would have some fuel to try and survive, but if your calories are high enough, your body thinks everything is fine, but it needs some assistance from the fat storage.
