Who do you think has better shoulders?
I think Kai has this body part
I did find two comparative clips of the athletes working shoulders, no idea about the years. Really went for comparison movements

Overall and for the most part, convincingly Phil.
The only arguable part, IMO, is the rear delt.
Kai's rear delt is rounder (in the SC), they're wider/thicker in the RLS, he has a deeper crevice (as seen in the FDB), which gives him a more defined/detailed delt in the FDB (although, it's still smaller).
Although, he lacks the thickness that Phil displays in the front and medial delt. (Phil is more striated, more vascular, has a more defined separation between delts and arm)
Overall, whatever advantage Kai has, it's not enough to beat Phil on that single body part.
The picture isn't scaled, but I guess you get the idea.

Phil's are bigger, have more pop, and more separation. Kai's sometimes blend in with his arms, his chest, and his traps.
It depends on the posing, sometimes Kai's look pretty good.
We're dodging more ninjitsu attacks than Flex Wheeler. We're ducking more bullets than George Farah. We're facing more death than a kid leg pressing at Branch Warren's gym.

I think that pic showcases the difference timing in a photo can have more than anything. For some reason, Kai keeps his legs too close together and doesn't activate the quad/adductors/pectineus in most poses by pushing down with his foot and outwards like Phil does even though he has the superior leg development, size and crispness

Whys he still training? He doesn't have to come in bigger than anybody to win the O, he's already proven that many times. Or necessarily more conditioned, he was very bloated last year.
Phil should just do cardio every day, with some light kettlebell training. Maybe Physique would be a good division for a body like his
