I know exactly what you're experiencing and it happened to me too after I installed Microsoft word for some reason but went away after fresh install.
Things it could be
1. HDD most likely
2. Windows 8.1 sucks ass, in windows 7 I never had this problem
3. Ram . try each individually.

In Windows 8 or 8.1 laptop, sometimes CPU fan run very fast and make noise because Windows Module Installer Worker occupies CPU more than 50%.
In this case, you can solve the problem by changing windows update into manual mode.
How to do it:
Open services.msc (In Windows 8, WindowsKey+R and enter services.msc)
Search "Windows module installer".
Double click the "Windows module installer", and make it manual. It is usually set Automatic.
Search "Windows update".
Double click the "Windows update", and make it manual.
Open Control panel (click the right button of your mouse at the lower left of you display monitor or LCD, e.g., at the Windows logo. and then you can see control panel menu)
Click "Windows update"
In left you can see "Change settings"
Change the setting into "Check for updates but let me choose whether to download and install them". It is usually set automatic.
Reboot

Can you post a screen cap showing that it's using 100% of your cpu? You sure you got the difference between the cpu and hard drive usage right? Because windows is constantly using the hard drive and that shouldn't slow things down
Download the program CCleaner and run the cleaner and registry cleaner. Can think of any other suggestions but to go to google and browse though the tech forums. I googled windows 8.1 cpu 100% and it looks like this is a common problem with multiple solutions.

Can't you just use windows 10 technical preview as your primary OS (until it officially comes out next month), and circumvent the windows 8.1 issues? Never done this myself, but shouldn't that help troubleshoot whether its an issue with windows 8.1? Legit curious (sorry if that's a potato question).

What are you comparing your performance too anyway? Is your new PC slower than an older one or one that you use at work/school?
Try Windows 7 and report back. You can probably install one without a CD key for 30 days to try it out if I remember correctly. See if that changes things. If you determine that it's definitely the hard drive just live with it for a couple of months and save some cash to get a SSD. They're going for 100-200 bucks nowadays for 256-512gb and it's definitely a great upgrade. Even if you resolve your issue I'd recommend saving up for a SSD as soon as possible. It will make life better, trust.

It's too bad you already gave up. It was most likely due to the generic drivers that 8.1 is packaged with. You should have updated all your chipset drivers.

Changing your power plan to high performance may have given you enough resources to actually do the installs.

I dunno, they used to have it on the MS website but it's been swapped with 8.1 to promote it. I'm not gonno tell you that I have any knowledge of how obtain windows 7 other than purchasing it... but son this is 2015 just look around a bit.
Slower than a 5 year old PC? I dunno mayne that does not sound right to me to be honest. Did you run Memtest yet? How about Scandisk?

OP, IT brah checking in.... just like everyone else has stated, it sounds like hardware is going bad on your PC (it could be faulty since the parts are new, which isn't a surprise). I would run diagnostics like memtest and also download and burn onto a CD 'Ultimate Boot CD', it has all of the tools that you need to diagnose which part is failing (mobo, HDD, RAM, etc)
