the US has a laser defense system, patriot missiles all sorts of sht. Nukes can be shot down in the sky and won't detonate.
Basically right before they land is when the uranium bullet gets shot which causes the chemical reaction of the nuclear explosion.
Not to mention N. Korea is under 24/7 surveillance. The only reason why the US hasn't completely fukked up N.Korea is because China is their personal bodyguard.

NK does not have a reliable delivery source yet. Other countries do though.
An EMP also needs a delivery system, which has to get through our defenses. The same defenses that will protect against the nukes. They are all over the continent and even beyond, so it is highly unlikely that anything could get through based on a technology standpoint. The real risk for the US is the human in the loop. Somone has to authorize launches. The US would be so hesitant to launch, it could jeopardize the defense system.US Army 1998-2020

North Korea? Probably not. Russia, probably China and various US allies however could.

North Korea lacks the ballistic technology to deliver a missile to the mainland US, or even Hawaii. A Russian nuclear attack would just overwhelm our defenses with hundreds of warheads simultaneously. A Chinese attack would come from a submarine, close to our coast, and fly under the missile defense system.
So yes, lots of people could nuke the US. North Korea or Iran or Pakistan could easily sneak a nuke in a shipping container and boom, New York, Houston, Seattle or San Francisco is fuarked.

MIRV = Multiple independently targetable reentry vehicle. Nukes that split into more Nukes, yeah the US would maybe be able to intercept a few Nukes, but when there's dozens and dozens of them coming in they just overwhelm any defences, and its only 1 that needs to get through.
SLBM = Submarine Launched Ballistic Missile. They could in theory park a couple of miles off the coast of any major city and do a hit and run, which would be very hard to do anything about
Russia probably would target every major US city, I don't think after the fallout the US would have much of a populationPC Master Race
