if you feel like you have more fat that muscle its just because you need more muscle. You probably wouldnt like the way you looked if you cut. Make strength goals, SOLID STRENGTH GOALS, hit them, then think about cutting.

Why waste it cutting?
If you turn into a 250+ pound complete lard then cut
but for real I would cut at maybe 20-25%
some may say lower but In MY OPINION when you're a 15-20ish bulk like theres no tomorrow maybe 1minicut but from your picture eat at a 300 calorie surplus and enjoy gains.

I'd say more like 15-16%. And to the bro split, hop on a proven program. ie ICF 5x5, Babylovers SS, Original SS, Allpro, Fierce 5. Can't put links in but just search and I'm sure you'll find something. Good Luck!

lol, you look like you have never touched a weight. did you even bulk? jk brah everyone starts somewhere and i wish you the best of luck.
all joking aside get on a proven program, ICF 5x5 should work and bulk. your body fat is like 13% the reason why you think you are really fat is because you have so little muscle. gain 20-30 pounds and you will think you look better then even with the extra fat because of all that extra muscle.
aim for anywhere from 0.5 to 1 pound a week

Bulk about 10 to 15 pounds.
But i'd say you are allergic to weights from the picture.I bodybuild to overcome depression, bipolarity, and anorexia (in the past).
My workout playlist includes Drake, Curren$y, Mos Def, Ghostface, UGK, Outkast, Scarface, Coltrane, Miles Davis, any good Prog. Rock really, and EDM.

less you wanna look like you don't even lift after you cut, you should seriously consider bulking because in the end you will look much bigger. Then you can cut
