I wish that would happen.. I get that pooling from online increases chances of talent vs. just whoever walks in, but, to not only have a policy to not respect a person that can come in and make a presence, but to have a ****gy hiring manager that LOL's @ someone walking their ass in, I bet that office is socially akward. Probably did the guy a favor by not subjecting him to that environmnent..

Exactly this. This is a lost art and a forgotten skill, not something to laugh about. Sounds almost like you're jealous of his drive and initiative. Anyone can throw in the right buzz words and BS their resume to get it through the system and into your hands. Those computer programs end up filtering through countless people who send the same thing to 50 companies, meaning they don't have the willingness to hone their interest in on your particular company to the point of actual coming in person to apply. If someone came in to see me like that then I'd politely tell them that unfortunately due to policy he has to apply online. But his name would be in the forefront of my mind from that point forward. You took a different route and while he'll be successful, it likely will be with a competing company.
