Not according to more recent statistics:
http://www.deathpenaltyinfo.org/murd...nd-state#MRord
Maryland is at 6.4 and Louisiana is at 10.8. New York's rate is 3.3. Iowa is at 1.4, Vermont is at 1.6, and New Hampshire is at 1.7. Pretty sure 3.3 is closer to 1.4, 1.6, and 1.7."Vocabulary spills, I'm ill."

he can do whatever he wants
but it is a nuisance because who walks around a neighborhood in body armour and a rifle

he looks like an average awkward teenager
total firearm deaths in 2013: 33,636
total deaths from "mass shooting" in 2013: 8
that means that 0.0002% of all deaths from shooting are from a "mass shooter"
the vast majority come from illegally obtained guns used in gang violence/crime
being worried about a nerdy white kid committing a mass shooting is about as sensible as worrying about getting struck by lightningTrump 2016

Meh, wouldn't care if this was happening in my neighborhood.
If I saw a kid like this walking down my street I'd probably holster up and go have a chat with him to see what he's up to. If he's just keeping an eye out and picking up trash, I'd offer him a bottle of water.
I'd probably suggest he switch to an AR as well.
I carry a gun every day, almost everywhere I go, it's just concealed. Guns don't bother me.Don't complain about the results you didn't get from the work you didn't do.

I'm not questioning the legality of it or his right to carry. I just don't see the logic behind carrying a rifle other than to get attention.
Its my right to walk around listening to a radio. If that radio happens to be a massive retro boom box sitting on my shoulder, I'm clearly just doing it to be different and get people talking. Its a large, cumbersome and inconvenient piece of equipment that would pretty much get in the way of whatever else I was trying to do.
Same applies to a rifle for picking up trash. He has the right to carry, but a smaller weapon would be more practical for repeatedly picking stuff up off the ground. Its an attention grab and apparently it worked.
