So my BMR is roughly 1900calories/a day and I'm trying to cut. Should I be eating 1900 calories a day? Or is your BMR not the amount of calories you are supposed to consume a day? I'm in college, and in a fraternity, on a meal plan, and the chef doesn't cook the healthiest foods. I'd be willing to eat smaller portions, etc.
A little history about myself: Was 200lbs in 4th grade, morbidly obese. Cut down to 170 by the 8th grade, maintained 170 throughout all of HS and now 185 in college. I got some extra skin but I believe if I follow the correct diet, I can achieve my physique that I want.

Try this one, remember that most of your day is either resting or very light (studying, eating, cooking, computer work, showering) and only sport or weights is moderate and cleaning your room is light. Heavy is pretty rare unless you're an athlete, lumberjack or construction builder.
Then try to decrease your TDEE by 20%
