Meh, I don't think it's safe to assume that 100% of the trans population would not find that offensive just because a few you know are "realists."
In fact, it's already happened: Crossfit was sued for $2.5 million over this sort of thing:

I think part of the problem is that the trans community is so multifaceted that any sanction will affect different individuals in unexpected ways.
For example, for some to prove hormone replacement therapy would "out" them (see Crossfit lawsuit in quoted post)--so the process would be discriminatory in that sense.

Well, fair enough. If you were only referring to transgenders you know and implying absolutely nothing about the trans community as a whole, then that's fine.

And secondly, just because you change your skin tone doesn't make you Obama, race and appearance doesn't define who a person is.

i mean they already invasively monitor their athletes through WADA on nearly everything a human being can put in their body...so I trust one more piece of evidence of ongoing treatments would be really, insanely easy to monitor.

This is how I would see it. They just have to play with the cards they are dealt. Yeah, they got a ****ty hand, and have a lot of obstacles to overcome, but its just the way it is.
Someone crashes into my car; I have to deal with it and get it fixed (I don't have to pay, yada yada yada).
God/Budda/Science crashes into their hormones/gender/whatever the case may be;They have to deal with it. I know, it costs them money, but thats just part of it.
You are the gender you were born with. If its not the correct one, get it fixed. If not, they don't expect to compete with them.
Maybe I'm not being sensitive, but its just the way I see it.

No, I agree with you--I think most would not at all be offended. Kroc seems to be fully aware of the complexities.
But really, all it takes is individuals for litigation to happen. Legislation? Sure, it'd take more unity. But if federations face expensive lawsuits, by individuals, they will find it harder and harder to survive. I already know of some private schools that have been nearly bankrupt because of such litigation from LGBT community.
If you look at how the LGBT movement has progressed, they've really learned the value of litigation over legislation. Most of the big cases have been individuals suing and working its way up the courts. Trans women often actually tend to be weakerr than their cisgendered counterparts like for like post transition with the main reason being that post transition they have less testosterone than cis women (due to having neither testes OR ovaries) so muscle mass is harder to maintain.
The bone density thing is just silly.
"Bone density varies greatly from each individual based on nutrition, sex, age, and race. It is true that men have higher bone densities than women, but African-Americans also have higher bone densities than Caucasians and Hispanic people. The average bone density of African-American women is nearly the same as the average bone density of Caucasian males. Bone structure also varies greatly by individuals based on genetics. Additionally in a 2003 study of the dimensions of shoulder width with the consideration of height and weight of a sample of over 500 males and females shows that there is a significant overlap of male and female body dimensions. Try this thought experiment, if you were looking at two different skeletons would you be able to tell what gender, race, or age they were? Even trained forensic scientists can only tell this information correctly 9 out of 10 times.
What does this mean? – Everybody has different bone densities and structures and there is simply too much variation to exclude someone solely on the bases of that measurement. Not only is there an extreme amount of variation that overlaps between sexes, but bone density and bone structure is irrelevant to determining athletic performance. In my experience as a Division I rower for one of the best collegiate programs in the country, we had nutritionists talk to us about iron intake and proper eating habits plus we consistently had body composition testing to measure our body fat and muscle to a tenth of a percent in each segment of our bodies. But never in my four years have I heard one word about bone density or bone structure-because it has a negligible affect on athletic performance.
