If you cannot have milk, why would you invest in muscle milk which also has lactose which will not aid you
If you have a lactose problem a isolate would be your best bet if you have troubles with getting adequate protein in the given day
Stay away from lactose, and invest in more granola, trail mix, beef, eggs, pasta, olive oil, nut butters to help increase calories and get you into a caloric surplus to gain weight. The problem here is total calories and your diet which is why you cannot gain weight.

i would still stay away from any basic whey protein powder or blend if you have a bad lactose issue.
it does not take much to get down calories
Bagels + PB + Banana's + honey wont take long to eat, PB & J Sandwiches, Nuts, Almonds, Cashews
Eat bigger meals even if you are in an office all day
Dry Fruit, Trail mix, Granola, Beef Jerkey, these are all things that are caloric dense and easy to consume quicklly

Gaining weight is definitely hard for some just like others have issues losing weight. I was in your shoes for many yrs. I didnt have any fat at all until I was about 20. I ate everything in sight and thats what helped me. I gained about 80 lbs in two yrs and believe it or not a good bit of that was muscle. Now over the past few yrs ive been slowly losing weight so now I am also trying to gain that weight back.
Eating is what you really need to do, but if you cant eat making shakes is a good idea like you stated. Throw anything you can think of in there that you can deal with drinking and drink it. Fruits, veggies, oats, and anything else that you can stomach. Besides eating heavy lifting also helped me a lot in terms of putting size on. I would lift the heaviest weight that I could handle without cheating too much.
Good luck! Be patient and put the time and work in and you will gain weight. Dont Give up.

You could try a plant based protein like Rawfusion

No dairy ingredients at all, so you won't have an issue like you do with milk-based protein powders.
