The area below my navel down to the top of my thighs has always been a real problem for me. What are the best exercises to target those muscles?

Technically speaking, the rectus abdominis is a single muscle -- no upper and lower. But aside from that point, to answer your question I'd go with reverse crunches or dragon flags.

Don't worry about you lower abs.
There are elite body builders with minimal body fat and tons of muscle who do tons of leg lifts and reverse crunches who still lack lower abs.
IMO, more so than any other noticeable muscle*, lower ab development (assuming you're lean enough) is the result of good genetics.
*yes, I realize it's not a muscle, but is a part of a muscle.
