Looking at the Deltech DF820 and the Powertec WB-PR14. Both have a 1,000 lb max weight and I can add the lat attachment to it at a later time if I want. The only difference between the 2 is about $40~ and the powertec comes with dip bars. Trying to buy once and never worry about it again.
Can anyone give me critical feedback on which one would be the better deal? And does anyone have any suggestions on a good quality flat-incline-(possibly decline) bench?

It is going in my parent's basement (seeing as I commute to college) and I'm lacking the funds to afford it all. The powertec and deltech racks I have found on sale for less than $550 new and free shipping.
Don't get me wrong though the r3 is a nice rack, it just isn't feasible for me financially right now.

I have not owned either of the two racks. I planned on buying a Powertech, at the time it was out of stock. Instead I ordered a Deltech rack (DF4500L) with lat, that I just sold last weekend. I think quality will be close to the same with both, the Powertech maybe a touch better. You need to figure out if you want more height (Powertech), which safties you like better and pull up bar style. Also look at the fact that it looks like that model of Deltech runs it 2x3 uprights a different direction than most racks. as in the 3" wide side faces the bar.
As for the Lat pulldowns I had no issues at all with the Deltech, but I thought I remember reading the Powertech one was a bit better...but I also think the price is decent amount more.
I flipped a few other racks (body solid and powerline) and still chose to keep the Deltech I had over them. I just recently sold it because I started running into issues with wanting to use bands, so I upgraded to Rogue RML-690.

I used to have the DF820 and it was a nice rack for the money. I sold it when I built my custom rack. Their customer service dept is excellent and it was really easy to get extra hooks later.
