So far as "they aren't doing their job" is bull****. Quotas are illegal, you cannot require them to arrest or cite anyone.

Lots of them are doing the bare minimum to keep their jobs...they're still going to answer calls and work, of course. etc..but beyond that, many just feel they've had enough of their treatment and all the unnecessary "extra" they do. It's like a form of protesting.
